  1. 1. Preamble
    The first condition for appointment is successful completion of the credentialing and employment processes.  Trainees must be able to furnish all required credential documents and be legally employable.  All residents are required to undergo and pass a drug toxicology screening, pre-employment background check, and fingerprinting prior to beginning work.

    Policy

    1. Financial Support - The educational stipend for 20087-2009,8, based upon the level of postgraduate training, and subject to all applicable withholdings, is shown in the table below.

    2. Payroll/Union: - As noted above, there are two separate major payroll systems: NYU Medical Center (Tisch, VA and Hospital for Joint Diseases) and Bellevue Hospital Center. Residents are initially placed on one of the two payroll lines as determined by their program and, for the sake of parity, will rotate between the Bellevue and NYUMC payrolls throughout their training period. The payroll changes occur no more frequently than at yearly intervals. When a resident is rotated between hospital payrolls, their benefits change with the rotation, but a residents' coverage is always continuous. Residents' health benefits are fully covered at all times during the payroll switch. While on Bellevue payroll, residents are required to join the union, CIR (Committee of Interns and Residents). If you have any concerns regarding benefits coverage or any related pay issues, please feel free to discuss them during your interview or at anytime.     3. Vacation - Residents are entitled to four (4) weeks paid vacation per annum. Such vacation shall be taken at a time in agreement with the provisions of the vacation policy of the Residency Training Program and the annual rotation schedule. Vacation time is not accruable and will not be paid out if not taken during a given academic year.

    4. Leave - Residents are entitled to medical, family, and educational leaves. A Personal Leave of Absence may be granted at the discretion of the Program Director. At the time the Personal LOA is granted, a written agreement must be established regarding the length of the LOA and circumstances for re-entry to the program. Also, conditions, such as appropriate medical clearance, must be met before the Resident can return from any LOA. Credit toward completion of the Residency Training Program requirements, with respect to leave time shall be determined by program policy on the effect of taking a LOA on completion of the program.

    5. Professional Liability Insurance - The Resident shall be provided with professional liability insurance coverage for the duration of training. Such coverage shall provide legal defense and protection against awards from claims reported or filed after the completion of the residency Training Program if the alleged acts or omissions are within the scope of the Residency Training Program. Such insurance coverage does not extend to outside employment.

    6. Medical and Disability Insurance - Medical and disability insurance benefits will be made available to the Resident in accordance with the medical and disability insurance employee benefits of NYUMC or Bellevue Hospital Center depending on which institution has the Resident on its payroll at the time. The medical and disability insurance benefits are described in the new employee orientation materials of each hospital.

    7. Benefits Websites - There are two websites where residents may obtain information regarding the benefits offered at NYUMC and Bellevue. For Bellevue, visit www.nyc.gov/html/olr for up-to-date information. For NYUMC, visit www.med.nyu.edu. Once there, select Administration, then Administrative Departments, and finally Human Resources. On the left hand side are several options; select Enrolling for Benefits, where you will find a list of the medical plans, dental plans, etc. with phone numbers and a small summary.

    8. Living Quarters, Meals and Laundry - Residents may apply and go on a waiting list for the limited number of apartments that are available from NYUMC. Applications and information can be dowloaded from www.med.nyu.edu/housing. All residents and clinical fellows may access the off-campus housing website http://www.med.nyu.edu/ochap. That site serves as a resource for information, and a link to CitiHabitats, the NYU-recommended broker which discounts its commissions for NYU affiliates. If you log in with your kerberos i.d. you can also access information on a lease guaranty program. Both Bellevue and NYUMC include an annual meal allowance of $2,900 included in the annual salaries as stated above. Lab coats and scrubs are supplied and laundered by the hospitals for certain program trainees.

    10. Infection Control Requirement - Those required to complete infection control training are:

      1. All residents who are PGY-4 and higher
      2. Residents who train at affiliated institutions which require infection control training.

    11. Background Information- Several conditions must be met before a resident can begin training

      1. Toxicology screening. This is done no more than five weeks before the start date
      2. Background investigation. You must supply your social security number, driver’s license (when applicable), and residence addresses for the previous seven years.
      3. New York State’s Child Abuse Registry. Residents who will have contact with the pediatric population must successfully clear this investigation.
      4. Fingerprinting. All residents who rotate through the VA Hospital will be fingerprinted. Residents on the Bellevue Hospital payroll will be fingerprinted and a second background check is conducted by the New York City Health and Hospitals Corporation. The associated fee for fingerprinting at Bellevue Hospital will be taken out of the resident’s first paycheck.
